ACLU Vote Recommendation Urging the House to Vote ‘Yes’ On H.R. 699, the Email Privacy Act

This April 26, 2016 vote recommendation from the ACLU urges the House of Representatives to vote “yes” on H.R. 699, the Email Privacy Act. This bill reforms the outdated Electronic Communications Privacy Act (ECPA) by requiring law enforcement to obtain a warrant before accessing electronic content, such as email. While the ACLU was disappointed that the current version of the bill does not include the notice requirement present in the original version of the bill—supported by over 300 member of the House—we nevertheless recognize that even the current version of H.R. 699 represents an improvement over today’s outdated and inadequate law.
